Western's incomplete policy is:
Incomplete Grades (I/INC)
All assignments for a class must normally be completed by the last day
of the semester or a specific block, or an earlier date set by the instruct-
tor of record. Faculty may give Incompletes in situations where a stu-
dent is unable to complete required coursework during the semester or
block because of illness, personal emergency, or academic conditions
beyond the control of the faculty or student. Faculty may not give an
Incomplete to allow a student additional time to complete coursework
that all other students in a class were required to complete during the
published dates of a semester or term. Incompletes on a student's
academic record automatically prevent and will delay graduation until
a future term.
Note: Students with Incompletes on their transcripts may jeopardize
financial aid funding. For more information, contact Financial Aid,

Conditions required for assigning an Incomplete are:
1. The student must notify the course instructor of the emergency
situation before the end of the semester or block, or as soon as
reasonably possible.
2. Three-fourths (3/4) or more of the required coursework must have
been completed by the student before the end of the semester or
block.
3. The course instructor should communicate requirements or con-
ditions for course completion in writing. This documentation should
include assignments and tests. The agreement should include a
deadline for completion of all work. This deadline must be within
one year of the date of the Incomplete unless an earlier deadline is
established by the instructor. Deadlines beyond one year may be
established by the instructor under extenuating circumstances.

Here is our Incomplete Grade policy:
Incomplete Grades
Incomplete, "I," grades are assigned by the instructor when illness or unavoidable circumstances prevent students from completing the last 25% of a course during the regularly scheduled semester or course term. Students must consult with and obtain permission from the instructor for the award of an "I" grade.
Instructors teaching distance education classes (online and ITV) must communicate the assignment of incomplete grades to the Distance Education Coordinator by the last day of finals week. If students receiving an "I" grade do not complete their coursework within eight weeks after the last day of the class, the "I" grade is automatically changed to an "F" grade. This change will also occur if instructors do not submit "I" grade changes within eight weeks of the last day of the class.
Instructors must include the last date of attendance with each "I" grade submitted to the Registrar. Instructors will not be able to make any changes to the converted "F" grade after the eight week deadline. The Academic Standards and Curriculum Committee must approve all exceptions, which will be presented to the Committee by the appropriate instructor.

MACRAO Group,
We have had issues of faculty members giving "I" grades (incomplete grade) to students and then requesting that the student "sit in" on the same class the following semester in order to make up the work necessary for their "I" grade. These students are not registering for the course in any sense and I am therefore unable to track accurate capacities for the courses. Additionally, it is my understanding that if a student wants to "sit in" on a course then they should ACTUALLY register for the course and be repeating that course whether it is for credit or as an audit. This would require a grade that is allowed to be repeated and replaced. Since "I" grades are temporary they would not be considered repeatable.
Our current policy is not detailed enough to really prevent this type of situation from happening.
I have some concerns with this and wanted to reach out to all of you to gain some perspective on your current policies regarding "I" grades and if they are considered repeatable grades. I would also appreciate any insights into this type of situation that you may have.
