We follow BOR Regents Policy 301 that states “students must have graduated from a high school accredited by the state accrediting agency (OPI) or have earned a GED.   For students who complete their education by home schooling or at unaccredited schools, this requirement may be met by satisfactory performance on the ACT, SAT or a recognized testing instrument…”  

 

Schools may have a regional accreditation but if they have not submitted their college prep curriculum to OPI, we consider these schools as non-accredited   For out-of-state schools, we check to see if they are recognized by the appropriate state board of education.

I am curious what the consensus is and how schools are handling the change in the financial aid rules.

We have been experiencing some strange issues with our current server not sending messages on time.  Because of this, we are currently working on moving our listserv software to a new server. 

 

Also, our recent name change to Great Falls College MSU requires us to change the current msugf.edu email to gfcmsu.edu email.  We will be doing this at the same time.

 

In the interest of time and energy, we will be rebuilding the new server from scratch and simply creating the new email all at once.  I will send another notice once the move has been completed.

 

We are hoping to have this accomplished by either the end of this week, or early next week.

 

In the meantime, please continue to use the MACRAO@listserv.msugf.edu  email address until we can test the new server and ensure everything is set  up correctly.  We will automatically migrate your accounts to the new listserv and you should receive an email when that happens.  This is the automated email sent when you were first put on the listserv.

Most all of our catering is done by our food service.  There may be a rare occasion when this is not true but for the most part we must use the on campus food service.

Yesterday, Education Secretary Arne Duncan released a statement on preventing the student loan interest rates from doubling this summer.   

 

“Our priority is to ensure that Congress doesn’t allow federal student loan interest rates to double on July 1. President Obama has put forward a comprehensive solution that will help middle-class students and their families afford college by lowering interest rates on July 1, without adding to the deficit, and Senator Harkin and Congressman Miller have also been leaders within Congress to prevent rates from doubling for students and families,” said Secretary Duncan.

 

We know that lowering interest rates is just one piece of the college affordability puzzle.  To make college affordable, we must take a comprehensive approach that reflects the shared responsibility of the Federal government, States, colleges, and students and families.

Statement from Secretary Duncan on Preventing Student Loan Interest Rates from Doubling on July 1

 

Our priority is to ensure that Congress doesn’t allow federal student loan interest rates to double on July 1. President Obama has put forward a comprehensive solution that will help middle-class students and their families afford college by lowering interest rates on July 1, without adding to the deficit, and Senator Harkin and Congressman Miller have also been leaders within Congress to prevent rates from doubling for students and families.

 

While we welcome action by the House on student loans, we have concerns about its current approach, which does not guarantee low rates for students on July 1, makes students bear the burden of deficit reduction, and fails to lock in interest rates when students take out a loan – so their rates could escalate in the future.

 

Now is not the time to double interest rates on student loans, and we remain committed to working with Congress on a bipartisan approach to a long-term, fiscally sustainable solution that will help students and families afford higher education now and in the future. Given the impending July 1 deadline, an extension that protects students against higher rates while Congress develops an alternative solution is another reasonable option.

 

Both the President and I firmly believe college should not be reserved only for the wealthy. All of us share responsibility for making college affordable and keeping the middle-class dream alive. There is no excuse if Congress fails to come to an agreement that prevents rates from rising suddenly in July, and we look forward to working with members of both parties to reach a solution.

NEW STUDENT LOAN RESOURCE AVAILABLE TO U.S. SERVICE MEMBERS

U.S. Department of Education and Student Loan Servicers Collaborate to Provide Timely, Useful Information

 

America’s servicemen and servicewomen will now have more information about their federal education loans, special benefits available to them, and their repayment options with the release of a new brochure announced today.  

 

“We know that our servicemen and women are faced with an abundance of challenges and transitions while deployed and upon returning to civilian life,” said U.S. Secretary of Education Arne Duncan.  “With Memorial Day approaching, we want to redouble our efforts to ease their transition and provide them with educational opportunities, resources, and the ongoing support they have earned.  This easy-to-read brochure is a small but important way to help – it outlines what service members need to know to manage their student loans and maximize their benefits.”

 

The brochure, entitled For Members of the U.S. Armed Services: What You Need to Know About Your Federal Student Loan Benefits, was developed by the Department and the four Title IV Student Loan Servicers: FedLoan Servicing, Great Lakes Educational Loan Services, Nelnet Education Loan Servicing and Sallie Mae Department of Education Loan Services. 

 

The free brochure is divided into three parts: the first section describes the special benefits and repayment options available to service members; the second section offers helpful tips for active duty or deployed service members; and the third lists useful student loan resources.  Some of the tips are:

 

·         Establishing online access to student loan accounts to review and make payments online;

·         Exploring repayment plans based on income, which could qualify borrowers for low or zero payment and possible loan forgiveness;

·         Signing up for automatic payments to help keep loans current; and

·         Placing an active duty alert on credit reports to reduce the risk of identity theft.

The Residency Policy has been changed to reflect that 7 credits or more are considered to be “in excess of one-half of a normal full time credit load.” This change was posted on May 14, 2013. Here is a link to the updated policy. http://www.mus.edu/borpol/bor900/940-1.pdf

 

I understand that this may cause confusion for students for the upcoming semesters. The board item that made the temporary change to 8 credits or more did explicitly state that the change was temporary and would automatically expire after the spring semester 2013. http://www.mus.edu/board/meetings/2012/Sept2012cc/156-101-C0912.pdf

 

In addition, the posted policy also noted in the history section at the end of the policy that the change was temporary and would expire after spring semester 2013.

 

I hope this information will help in explaining to students why they cannot register for 7 credits for the fall semester if they are trying to establish residency.  If our office can provide any assistance, please do not hesitate to contact me.

AACRAO joined a series of higher education community letters (attached) to address legislation in both the House and Senate aimed at tackling the student loan interest rate issue.

 

The Smarter Solutions for Students Act (H.R. 1911would treat the subsidized and unsubsidized portions of the Stafford federal student loan the same, pegging their interest rates to the 10-year Treasury rate. It would also cap the rates to protect borrowers against anomalies. Although we agree that changes need to be made to address a long-term plan, we have some concerns some of its provisions and their impact on students.

 

The Senate's Student Loan Affordability Act of 2013 (S. 953) would maintain the current 3.4 percent interest rate on subsidized student loans for another two years, temporarily stalling the planned July 1 increase on July 1 until the issue can be considered in the reauthorization of the Higher Education Act. The legislation would pay for the extension through changes to tax law affecting retirement accounts, the oil industry and tax deductions for foreign companies.

 

We believe that lawmakers are motivated to reach a reasonable compromise on this matter, but the battle is just beginning. The House is scheduled for a floor vote on H.R. 1911 tomorrow. We will keep you updated.

The Residency Policy has been changed to reflect that 7 credits or more are considered to be “in excess of one-half of a normal full time credit load.” This change was posted on May 14, 2013. Here is a link to the updated policy. http://www.mus.edu/borpol/bor900/940-1.pdf

 

I understand that this may cause confusion for students for the upcoming semesters. The board item that made the temporary change to 8 credits or more did explicitly state that the change was temporary and would automatically expire after the spring semester 2013. http://www.mus.edu/board/meetings/2012/Sept2012cc/156-101-C0912.pdf

 

In addition, the posted policy also noted in the history section at the end of the policy that the change was temporary and would expire after spring semester 2013.

 

I hope this information will help in explaining to students why they cannot register for 7 credits for the fall semester if they are trying to establish residency.  If our office can provide any assistance, please do not hesitate to contact me.

If anybody has a smooth dual enrollment process I would love to hear about it as well. It always seem to a beast to deal with. We have consolidated all of the dual enrollment information to our General Education Division Chair and the Registrar’s Office. We work very closely in this endeavor. The division chair is in charge of all the inter local agreements and would generally act as the point person for the instructors and administrators. The Registrar’s Office handles all of the student paperwork and we typically handle all student and parent questions. We do not do a ton of marketing in this area. This will be the first we have it functioning as intended due to turnover, so I will let you know how it goes.

The policy of incomplete grades for Fort Peck Community College is:

 

Incomplete Grades. Students are expected to complete the course work for a class during the time designated. Incomplete grades may be given when, in the opinion of the instructor, there is a reasonable probability the student can complete without repeating the entire course. The incomplete is not an option to be exercised at the discretion of the student. In all cases, an incomplete grade may be assigned by an instructor according to the following guidelines:

1. The student has been in regular attendance and doing passing work up to three weeks before the end of the semester.

2. For reasons beyond his/her control, which are acceptable to the instructor, the student has been unable to complete the course requirements on time. In certain cases, the Academic Vice President may be requested to certify personal hardship cases.

3. Incomplete grades may not be given for Directed Study, Independent Study, or Challenge courses.

 

The instructor must set forth the conditions for the removal of the incomplete grade on an Application for Incomplete form provided by the Registrar. When completed, this form must be signed by the student and instructor and turned in to the Registrar.

 

An incomplete must be made up by the 30th instructional day of the following semester. An incomplete grade given during Spring Semester must be completed by the 30th instructional day of the following Fall Semester.

By the 45th instructional day, the instructor must file a Report of Grade Change form with the Registrar assigning a permanent grade. If the course has not been completed according to the conditions set forth, the grade will be an "F". Failure of the instructor to complete a Report of Grade Change form by the due date will result in a grade of "F."
