GFC MSU is also ready to implement and is hoping to get some suggestions from you regarding best practices prior to rolling this out on campus.
1 – We have been told by our Finance Office that we will be triggering the online course fee for these courses. Don’t forget to work with your Finance Offices to make these codes trigger those fees if you are doing the same.
2 – Does anyone have a thought about template language on the course schedule? We are thinking about the following:
Course fees include Online Technology Fee of $21 per credit. Students may participate in class in-person or synchronously online at the days and times stated, or asynchronously online through the learning management system.
3 – Anyone thinking of using different section coding as well as the new codes below? If so, would you be willing to share your logic?
4 – And finally, we are looking for your wisdom on certifying courses with the VA.
See language below about how to certify students’ courses with the VA. We are especially concerned about the yellow highlighted sections. How do you build one HyFlex course section and know if the student attends at least one in-class session? It’s a catch-22 issue.
Unless you make it mandatory to have students attend at least one in-person meeting (which defeats the purpose of HyFlex), I don’t see any way to build just one course section. Unless you just assume they NEVER attend in person, (which also defeats the purpose of HyFlex and may negatively affect a student’s housing allowance ). Either way I hate to just assume the student is or isn’t attending face-to-face at least once. Or are you collecting evidence otherwise that shows a VA student is attending at least one in-class session?
We are thinking about two courses, same prefix/number/name with different section codes cross-listed in banner for capacity. Then the student can register for the more face-to-face option, vs the more online option and we know what their intention is for reporting to the VA? The course coding would be the same, it would just help our reporting, as well as maybe help the faculty know what their course participating mixture is like.
Below is the language about certifying hybrid courses as “In-residence” instead of distance for VA students (this is NOT residency, just how the VA phrases online or not online courses). I think Example #4 most closely resembles what is being talked about with the HyFlex model. Looks like the students would have to attend one in-class session in order to meet the criteria to be certified as an In-residence (in-person) course instead of a distance only course. Currently, there is no issue certifying the hybrid courses as in-residence because the hybrid courses are meeting the criteria.
When to Certify Courses As “In-Residence” On VA Enrollment Certifications (38 U.S.C. 3313(c)(1)(B)(iii) and 38 U.S.C. 3313(g)(3)(A)(ii)(I)(bb)
For terms beginning on or after August 15, 2019, you will certify most courses which contain an in-residence component as in-residence training. “Hybrid” training which combines residential and distance learning will be certified as in-residence when the following conditions are met:
· Hybrid training must have at least one session that meets the definition of a standard class session (i.e. one 50-minute class,) but does not have to meet weekly.
· Your school’s approval must specifically include resident and distance learning to report “hybrid” courses to VA. If both modalities are approved, qualifying “hybrid” courses should be reported as “res” on the enrollment certification. Contact your State Approving Agency for clarification as needed.
Example 1: A 3-credit undergraduate course requires students to physically attend class once a week for 1-hour. All the rest of the training is conducted online. You would certify this class as in-residence.
Example 2: A 3-credit undergraduate course requires students to meet in class for the first day of term and attend all mid-terms and finals in person. All the rest of the training is conducted online. You would certify this class as in-residence.
Example 3: A 3-credit graduate course meets once at the beginning of the term. All the rest of the training is conducted online. You would certify this class as in-residence.
Example 4: A 3-credit undergraduate course allows students to voluntarily attend a course in- residence 1-hour a week, though the student has the option to take that hour online. You could certify this class as in-residence, if you have supporting evidence that the student attended at least 1 of the in-classroom sections. If you do not have this supporting information, you cannot certify this course as in-residence and must report it as distance.
