Hello Shannon,
A few years ago we were dealing with requests if we could defer or waive the application fee at Montana Western. Frieda Houser, who was the Director of Accounting and Budget for OCHE at the time stated the following.
BOR policy 940.2 is clear. Each campus charges a non-refundable application fee of $30. The policy says that the application fee shall be honored for one year from the semester for which the student is applying. The fee can only be exempted for applicants for special or non-degree programs (or during College Application Week). If campuses are waiving the application fee at other times than College Application Week, then our policy is not being followed or the high school counselors have bad information and are under the wrong impression of the application fee.
From my knowledge this has not changed.
Matt

Subject: application fee deferral?
Importance: High
If any of you defer and/or waive the application fee for undergraduate applications, could you reach out to me at your earliest convenience? I have some questions about that practice and the potential pros and cons of doing so.
Thanks!
