Probably a good place to add in “The university or college shall reserve the right to withhold records from the student in the event of an outstanding debt being owed unless subpoenaed by a court or tribunal of competent jurisdiction” or whatever legal mumbo jumbo Legislative Services comes up with.

This is interesting. Putting a hold on the transcript is really one of the only avenues we have to try to get students to pay their bills. I forwarded this to our business office as well as our Vice Chancellor for Administration and Finance. The VC suggested that we as a group work to get something in the state statutes about this so if we get sued, we’re covered. Maybe a good topic for the next meeting.
