This upcoming semester will mark a change in Official FTE counting.  Attached and below are descriptions of this change.

 

MUS Enrollment Reporting Procedures       

 

1.       Enrollment Reporting Timelines: Enrollment counts for each institution will be recorded at the end of the 15th day of instruction each semester (preliminary census) and at the end of term (EOT census).  Census dates are intended to capture net enrollment, which is defined as the number of students who are registered and have paid tuition/fees or made arrangements to pay.  Institutions are given an additional two weeks to analyze and clean enrollment tables before extracts are made to the MUS Data Warehouse.  Once enrollment reports have been produced by OCHE they are disseminated to each institution for validation. 

 

2.       Official FTE: Beginning in Fall 2015, “official” or “final” FTE will be generated from the EOT extract files. This file will include all student enrollments with paid tuition/fees and valid grades. This includes student enrollments with recorded grades of ‘W’ (withdrawal) and ‘I’ (incomplete).  Enrollments will still be collected on the 15th day census and will serve as a preliminary enrollment count. All addendum FTE or late start FTE will be collected and reported in the EOT census.

Subject: Future Change to FTE counting

 

All –

Beginning with the 2015-16 academic year, it is our intention to move “official” or “final” FTE to an End-of-Term FTE count.  Census FTE would then be considered “preliminary” (as it is now), but we would no longer add late start FTE or addendum FTE back to the Census counts in order to produce final enrollment.  Instead, the totality of the student records found in the EOT file would constitute the data we use to calculate Final FTE. Census FTE would then only be used as a preliminary count to inform planning, the media, etc…

 

This change will allow us to do away with addendum extracts and the calculations required to add FTE from two separate extract files together in order to produce a final count.  In theory, no one will lose any FTE and it will make our reporting process auditable through one electronic file.  The Census count is intended to capture all paying students and thus all students that will generate a grade.  This new method will ensure that only students that generate grades are counted for FTE. 

 

I am sending this message early in order to solicit feedback and give you time to analyze the differences between Census and EOT FTE.  Please send your concerns/suggestions/questions.  Below is a comparison of Fall 2014 Census to EOT FTE.
