MSUB and City College = Yes. (For Gen Eds, Electives, and Major/Minor requirements). We do have some specific rules that degrees, in the end, must have a certain number of quality points AND rules on how many total Pass credits can be used – both of which I think are the fail-safe for someone earning an entire degree without letter grades.
