Subject: Proposed BOR Policy Changes - Online Modalities and Mandatory Fee Waivers
Good Evening, MACRAO Colleagues:
The MUS eLearning Advisory Committee has been working on proposed revisions to BOR policies 303.7 "Online Learning" and 940.3 "Mandatory Fees". The proposed changes would also eliminate policy 940.20 "Annual Tuition and Fees for eLearning", merging the content in that policy with 940.3. OCHE plans to notice these policy proposals to the Board of Regents at their November meeting, anticipating a vote on final revisions would occur in either January or March of 2023, following your further review and edits.
I attach the proposed revisions along with a brief summary justification. In short, the changes to policy 303.7 update definitions for both program and course modality, with the aim of creating clear categories that align with emerging national best practice. I attach a draft course modality decision tree that we hope can be a tool to apply these modality definitions. The changes to policy 940.3 incorporate language regarding waiver of certain mandatory fees for fully online students and extend the fee waiver option to incarcerated students and students who, due to similar circumstances, cannot reasonably use the services funded through the fee (this is in reaction to our ongoing second chance pell program pilots and in anticipation of federal expansion of that program).
